About Dagenham

Becontree fronts, a hundred years on

Dagenham had 9,127 people in 1921 and 89,362 ten years later, which tells you how fast Becontree went up. The LCC built it under the Housing Act 1919 on cottage-estate lines: two-storey brick houses with gardens front and back, laid along wide avenues such as Valence Avenue, Becontree Avenue and Parsloes Avenue, with Heathway as the spine. Another 800 homes came in 1937 and the Heath Park section added 600 between 1949 and 1951. The estate was never designed for cars. Front gardens were for hedges and a path, and many have been converted since without anyone thinking about depth, drainage or the kerb. Beyond Becontree there are older streets around Old Dagenham village, Rush Green and Marks Gate to the north, and new-build at Beam Park on the Rainham boundary.

The ground changes from north to south. Geological mapping for the Dagenham area shows London Clay under the northern part, Taplow terrace gravel along the northern edge, and alluvium across most of the south down to the Thames. The low ground has flooded before. The Dagenham Breach of 1707 put more than 1,000 acres under water. In practice a Becontree front on clay needs a deeper, well-compacted sub-base and should not rely on a soakaway; a plot nearer Dagenham Dock sits on silt that moves and holds water. Planning here is run by Be First on behalf of Barking and Dagenham Council. The 2008 permeable-surface rule applies: over five square metres of sealed drive needs permission unless it drains to a lawn or border, and the council's own dropped-kerb guidance repeats that condition almost word for word.

Do I need planning permission for a driveway in Dagenham?

Not usually. Dagenham is in the London Borough of Barking and Dagenham, where planning applications are processed by Be First on the council's behalf. Since October 2008 a front drive of any size has been permitted development provided the surface is permeable or the water drains to a lawn or border. Cover more than five square metres with sealed concrete or tarmac that sheds to the road and you need permission from Barking and Dagenham Council. Flats and maisonettes, including converted Becontree houses, need a full application regardless of surface.

How do I get a dropped kerb for a Becontree house?

Apply to Barking and Dagenham Council's highways team. The online application carries a non-refundable fee of £222.13 and the application stage usually takes around five weeks. The council will not approve a crossover where a full 3.6 metre dropped kerb already exists, and council-owned homes need housing approval first. Its guidance also requires any hard surface over five square metres to be porous or drained into the garden. The crossover itself must be built by the council or a contractor it approves, not by your driveway firm.

Is the ground in Dagenham a problem for driveways?

It depends which part. The northern avenues of Becontree sit over London Clay, which holds water and shrinks and swells through the year, so we dig deeper and compact a heavier Type 1 sub-base before any surface goes down. South towards Dagenham Dock and Beam Park the ground is alluvium, soft river silt that was marsh until it was embanked. There we design a fall to a channel drain and avoid soakaways. Either way the surface on top is the easy part; the ground preparation is what decides whether the drive is still flat in ten years.

Can you replace the concrete that was poured on a Dagenham front years ago?
